A Closer Look at Line Nine

We have received questions on the proper instruction of how to complete line nine on the voter registration application.

  • The first identifier is the Texas Driver's License No. or Texas Personal I.D. No.

This must Texas issued and not another state.

  • The second identifier is the last four digits of the social security number.

This is for people who have not been issued a Texas Driver's License or State I.D. Card- very commonly people who have moved from a different state.

  • The small box below these is not commonly used. It is for people who have not been issued either a Texas issued I.D. or a Social Security number.

For clarification, this box does not need to be checked when someone is providing the last four digits of the social security number.


With recent changes to the ballot by mail application process, some people have suggested providing both the Texas issued I.D. and the last four digits of the social security number. There is nothing wrong with the suggestion, but we cannot not require the applicant provide both.
